Not for me on Windows XP:

Start | Programs | c:/Apps/Emacs-23.2/bin/runemacs.exe

M-! rm *.txt

'rm' is not recognized as an internal or external command,
operable program or batch file

'rm' is not distributed with Emacs

You can install 'rm' from any one of several places, including Cygwin
and MinGW, but it is a separate step. As is adding the installation
directory to Emacs exec-path.
