Thanks for the information.  I checked into the barebin, and it doesn't contain 
temacs (which is what is used for the initial dumping)

I think you cannot dump Emacs like that on Windows.  I think you need
to use the same procedure as the Emacs build uses, see the Windows
Makefile's.  (Isn't the barebin distribution meant to be used for
this?)
