  Thanks a lot. Your suggestion for the builds from ourcomments.org  
fixed it. I have downloaded "Emacs-23-CvsP090112-EmacsW32-1.58" and  
choose "Install only Emacs itself" option and now I have a working  
current version of emacs. I will try unpatched version and tell about  
whether patches make the difference or not.

  By the way, my Windows installation is in English. There is some  
other reason that is again specific to my installation of Windows  
which I can't figure out.
