What I did was download the setup file for "Complete package, except
sources", found here:

http://gnuwin32.sourceforge.net/packages/xpm.htm

After that, I located the file named xpm4.dll and copied that to
Emacs' bin directory. Placing it to some directory in your PATH also
works. After restarting Emacs, I can now see tool bar icons in full
color. Not that I have it enabled though... :)
