That's not the default, that's what the sysadmins on that system or
the maintainers of the Emacs binary package for that system forced
Emacs to do, probably in site-init.el.

I think RedHat does that to root's emacs sessions, so the user can easily tell that they are editing as root and should take more care than usual.
