Eli,

Failure is rather a strong word and it doesn't apply to the emacs aspect.

More the "port of GNU"  What is gnu?  Of course I have now googled for that and found out, but it just seems to add another level of complication for me at the moment. For example on the gnuwin32 web site ls.exe isn't listed as a downloadable package, so how do I get it.

And the "disable ls-lisp" I don't know how to do this.

And, while I appreciate that long term I will need to learn about compiling programs, I have no idea how to do this at the moment, so I will need to wait for the binary.

It is maybe difficult to appreciate just how alien all of this is to someone who has been using Windows for 20+ years and has no experience of programming.

So while it may seem unappreciative of your help to give up at this stage, it isn't, and I am very grateful for the help.  It is just adding to an enormous amount of learning that I am having to do to get Emacs working, and I seem to have spent a disproportionate amount of time on "simple" things, which turn out to be very complicated for "me", rather than learning how to use Emacs for real work.

For example, before posting this question I had already spent hours searching the help and browsing the web to try and find an answer on my own, and then I added the time spent trying out the suggestions offered here and across in the emacs forum.

But I repeat, I am very grateful for your help and it is all adding to my very slow improvement in understanding Emacs, even if, in this instance I haven't implemented your suggestion.

I tried to show the exact commands to put into your .emacs, precisely
so that you could use them without any additional questions.  It
sounds like I failed.

Anyway, I now added an option to ls-lisp that can be used to force
display of date/time using the localized format.  There's a new
variable ls-lisp-use-localized-time-format; if you set it to a non-nil
value, Emacs will be forced to use locale-specific date/time format.

If you don't compile Emacs yourself, you will have to wait for the
next binary distribution, though.
