The assumption that people will not download these sources from your
site is the wrong assumption.  The GPL requires you to assume they
_will_ want to get the sources, and it requires you to make this easy.

In practice, it is required, because there's no other way to make sure
people will find the sources you used.  See the GPL FAQ.

I hope you understand now, after being pointed to the GPL FAQ, that
this link must be on the same page where you have links to the
binaries.
