No, I think I know what he means about the blinking title bar....I see it
sometimes too.....I wouldn't say "blinking", it's more of a "shimmering"
(very fast), and the mouse flickers too if it's over the title bar...just
sometimes...

I wouldn't be suprised if it had something to do with the number GDI
objects used by Emacs I see in the Task Manger, which seems to be quite
large (and growing sometimes).....
