[h-e-w] building emacs

Hi-I have downloaded emacs for windows and am trying to build it. I am
running xp pro with vs.net 1.1 so I have cl.exe as part of vc++. When
running configure.bat in nt dir I get:

This application has failed to start because mspdb71.dll was not
found. Re-installing the application may fix this problem.

Any clue? (BTW, I am guessing that I am supposed to run configure.bat
and not config.bat in the main directory).

Also I find-tag works only once and fails after that. I used
edebug and figured that it fails in this line in find-tag-noselect:

      (ring-insert find-tag-marker-ring (point-marker))

Interestingly, if I instrument ring-insert, it works fine! Any idea?
