Thanks to people on this address@hidden list,
I found two compiled versions of emacs-21.3.50.1 for Windows.

This one displays jpg and xpm files as well as the default xbm and pbm.

http://sourceforge.net/projects/nqmacs/
This one displays xbm and pbm files only.

It is not obvious to me why they differ in behavior.  Both include the
xpm and jpeg dll files.
