The latest Windows binaries for Emacs 21.3 are in
http://ftp.gnu.org/pub/gnu/emacs/windows/.
The latest FAQ is still
http://www.gnu.org/software/emacs/windows/ntemacs.html, as far as I am
aware, and I guess 99% of it is still accurate. (Just not the bit about
where to get Emacs!)
I suggest that the best way to find things like this is to start from the
general GNU website and follow the links.
