The standard distribution includes emacsserver and emacsclient, which
has not been ported to Windows. These used to be more simplified
versions of gnuserv, but recently the FSF obtained papers from the
key gnuserv authors and merged in some of the missing functionality
(gnuserv is still needed for loading files remotely IIRC, as this was
judged to be too big a security hole to include in to the official
release). There are plans to build emacsserver functionality into
Emacs itself, but there are still security issues to be resolved
there too.
