Cygwin does this weird mounting thing by default; it mounts its root
and tmp to a (cygwin virtual) "/" and "/tmp". I hate it, but they
didn't ask me. =)
IIRC, you can issue a "umount /". Try that and see if your emacs
behaves as you would expect.
