[h-e-w] "Could not start Emacs." (windows 2000)

Hello.

I've downloaded em213b??.zip and em213li?.zip from
http://ftp.gnu.org/gnu/windows/emacs/latest/

Unzipped (preserving long filenames and directory structure).

When I try to execute bin/runemacs.exe I get error message saying:
"Could not start Emacs."

And that's all. It doesn't start.

I've searched google for this message and found nothing interesting.

What would you suggest?
