  The file doesn't end with ".emacs".  It is ".emacs"
It may also be called _emacs on Windows.   Note that files named with a leading . are not normally visible with some windows tools.
  It's also possible (probable?) that you don't have such a file.  It has to be created.

Try  C-x C-f ~/.emacs      (or C-x C-f ~/_emacs if that exists)
