the .emacs is a local config file for emacs.  it may be
distributed as _emacs on windows systems, or it may not be
distributed at all.  check your local emacs install root, or
whereever you set the HOME environment variable to point.

if all else fails, create a file named .emacs using emacs, and
insert your settings there.
