[h-e-w] scrolling and proportional fonts

I'm seeing a bug in GNU Emacs 21.2.1 (i386-msvc-nt5.0.2195) of 2002-03-19 on
buffy on Windows 2000.

First, set `truncate-lines' to t so long lines don't wrap.  Shift-click and
select a proportional font.

Open a file with very long lines (a couple screens width at least).
Initially, the text usually appears to fill the whole window (and the little
continuation arrow appears in the right fringe).  Drag the right edge of the
Emacs window, making the window narrower and wider, and you'll see that the
text no longer goes all the way across the screen though the continuation
arrow still shows up.  Once you get in this state, Emacs won't scroll
horizontally.  Right-arrow to the end of the visible text, and it will never
wrap.  In fact, right-arrow doesn't have any discernable effect.

Does anyone else see this?

Anyone have ideas on a workaround (other than "don't use proportional fonts"
or "turn truncate-lines off")?
