Firstly, thanks to those who suggested that the problem was the version of 
vc-hooks.el.

After some investigation I found that there was a version of the 
vc-hooks.el code already in my emacs lisp directory.

I removed this and the compiled file, downloaded a new version and byte 
compiled that and everything now appears to be working properly.
