Different output formats are easily dealt with, text processing is
Emacs' specialty after all.
I think he means that a minority of users do not have Windows
networking installed, and either use a third party TCP stack, or no
network at all. For them (1 so far), there is no such
command. Whether you want to cater for such users (I would be
surprised if they are many) is up to you, maybe one of them will be
motivated enough to do the extra work to replace NET USE.
