Kind of... Sure it gives me access to all the *nix tools, but it
doesn't really give me access to the windows tools (in my
experience). The ability to drive let's say Internet Explorer or
Excel, edit the registry are all provided by COM services. That being
said I find Emacs pretty useful anyway.
