[h-e-w] forwarding attachments in gnus 5.9 nt emacs 21.2

I got no response from gnu.emacs.gnus,  does anyone know how to fix
this?

Hello,
If I fwd a mail with attachments either through C-c C-f or S o m, the
message when received, does not appear as an attachment but appears as
base64 encoded text inline.   How can I fix this?  Not only does it
appear like this in gnus but also in outlook & outlook express.  I
have tried  (setq message-forward-as-mime t) after checking the
archives but still no luck.

So, to fwd attachments, I have to first save the file and attach the
file again to send it forward.
