In general, I think it would be easier for a "newbie" to start with XEmacs.  This is mainly due to the fact that XEmacs has automatic ways to download and install various packages to set up the emacs environment.  It's also a little more like other Windows applications in its behavior.

Once you get your feet wet, you can try them both and see which you like.
