Well, in my experience command.com/cmd.exe run "out of the box", whereas any
UNIX shell will require some configuration.  Maybe you have some registry or
environment variable settings (such as SHELL) that are upsetting the shell
buffer.  I'm sure you could set Emacs up explicitly to run command.com, but
it's probably easier to unset whatever is preventing it.  You should not
need ANY special settings to run command.com as your shell in Emacs.

I assume you are running Emacs from a Windows shortcut and not from a shell.
If you run it from a UNIX shell then it might pick up environment variables
that are upsetting the Emacs shell setup.
