Yes, this is very old. At least, in the "internet" sense. It's not
older than my daughter :).

Yes. Everything else works much better. A full Cygwin install comes
very close to providing all the tools of a full Debian Linux install
(well, for the tools _I_ use, anyway; that's probably not the same set
you want). I can generally compile a Gnu package under Cygwin, but
sometimes not.
Depends on what you need. There is a description of what is currently
available from Cygwin at http://cygwin.com/packages/
