I'm pretty sure it's the header information.  Here's the first line:

/*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*-*
-*\

I'm sure that's the culprit.  So I can assume that Emacs with attempt to
determine which mode to use regardless of the extension?
