Some searching on Usenet indicates that this problem might be related to the
fact that win95 and win2k use shell32.dll for their send-to behavior, while
win98 appears to link to shdoc401.dll -- so it may in fact be a problem
specific to win98 because of this.

I discovered this searching for problems with send-to and applications and
others have reported similar problems with win98 with other applications as
well. Good luck... I guess, for you, it is a matter of principal at this
point rather than a matter of what works :)
