As Karel has already pointed out, it's probably better to use gnuclientw
than runemacs, and one possible explanation of the anomaly you have observed
is that you are, in fact, using gnuclientw at work.  Another possibility is
that you are using different quoting at home; try ensuring that you have
double quotes around the %1 as in Karel's email.  A third possibility is
that Win 98 is just trying to be too smart.  I think I have observed this
behaviour myself, but I don't remember the details and it has not been a
major problem for me so I have not pursued it.
