[h-e-w] 21.2 binary and compiling VM

I just pulled the 21.2 binary and wanted to try it out in my
environment...

First thing is to have a working mail system: so I tried to recompile
VM 7.03: previously I could just type make and have vm be compiled...

With this version of Emacs, all I get is:

Looks to like there is a hidden dependency on /bin/sh somewhere.

[compiling VM 7.03, with 20.7 works, I skipped 21.1].

Is it just me or is is there anything I overlooked in installing?

This new version also seems to start slowlier than 20.7...
