I've been trying to use ebrowse, but when I run the command line to create the browse file, I get:

C:>c:\emacs-21.1\bin\ebrowse *.h *.cpp
*.h:1: cannot open
*.cpp:1: cannot open


This is with emacs 21.1 on Windows 2000.  Anyone recognize this symptom?
