I think this is the new "context-sensitive" modeline help.
I don't know how to disable it, but to make it go away, just move the mouse away from the modeline.

PS: I think this is an example of Windows-ish GUI behavior - "we are here to help you, here are some suggestions" - that Emacs should *not* be following.

Non-asked for help can be quite disruptive.
