I would say yes.  Emacs provides an excellent ELisp programming
environment, and I would suggest using that as a way to learn about Lisp
in general (rather than vice versa).  The ELisp debugger is one of the
nicest I have used, and all the documentation is right there (provided
you install the ELisp manual info files, which you can get from any GNU
archive).

All Lisp dialects have a common core of features.  Emacs Lisp has a lot
of extensions for text editing etc., whereas other Lisps have other
extensions, such as object orientation, that are not relevant to ELisp.
