Set the buffer coding system to undecided-unix:

C-x RET f undecided-unix

My emacs does this automatically when I open a pdf file
(emacs 20.7, Windows NT 4.0). Hmm, this probably doesn't work for you
because it detects the raw binary parts of the file.
