[h-e-w] dead link on faq

I'm not sure who the current faq maintainer is, but could you please
remove the link to Chris Payne's web site
(http://www.rose-hulman.edu/~payneca/emacs/VisEmacs.html) in the
VisEmacs section? He is no longer interested in VisEmacs --  I have
taken over the project. The correct links for VisEmacs are
http://www.atnetsend.net/computing/VisEmacs/ and
http://sourceforge.net/projects/visemacs/
