[h-e-w] Have you compiled Emacs with mingw32?

It seems that the information in nt/INSTALL about which versions of
make can be used needs updating, or at least confirming.

If anyone has compiled Emacs 21.1 with mingw32, could you please
forward me the following details:

Did you install leim?
Did you encounter errors building Emacs (particularly leim)?
Version of GNU make ("make --version"; include full output)
Version of Cygwin DLL ("cygcheck"; include dll major, dll minor and dll epoch)
Shell that "make" was run from (bash, cmd.exe, command.com, ...).
