I believe it is looking for the file 

        /usr/local/src/emacs-21.1/lisp/international/titdic-cnv.elc

If the file is not there, there is a problem...  

I have build Emacs 21.0.104 on W2k, including Leim.  I think you need
to look at the file leim/makefile.nt.  I think I had to fool around
with the paths in this file.  Unfortunately I didn't save the original
archive file so I don't have any diffs.
