One problem is that submitting bugs as instructed on debbugs.gnu.org
to send email to GNUPACKAGE@gnu.org does not work for
gnu-pw-mgr@gnu.org

And the real problem is here below, I cannot ./configure from tar.gz
package and I cannot build it from git

Subject: ./configure: line 12443: syntax error near unexpected token `libopts'

I have got this error from git:

./configure: line 12443: syntax error near unexpected token `libopts'
./configure: line 12443: `LIBOPTS_CHECK_COMMON(libopts)'
