Yes, you are wrong. :)
The moderation happens via the debbugs-submit list, and since no-one
can subscribe to that, everyone gets moderated the first time they post.
It is impossible to mail the real list (eg bug-sed) without going
through debbugs-submit first. (Unless you've got a newsgroup gateway.)
So there's no point moderating bug-sed.
I disabled moderation on bug-gnu-emacs years ago (except for
messages with a Newsgroups: header.). No spam.
