On the page:

  https://debbugs.gnu.org/cgi-bin/mailman/admindb/debbugs-submit

When accessing it with https the POST submit links are http links.
This creates a browser warning at submit time.  Also the "Click here
to reload this page." link too.  After submitting the form one is left
at the http page.
