Sorry, I don't know anything about Savannah's tracker.

Coreutils had the same issue.
I notice their Savannah bugs are still visible:
http://savannah.gnu.org/bugs/?group=coreutils

but the "submit" link is disabled. I don't know if it's possible to do
that and still allow comments on existing bugs. Try asking on a Savannah
mailing list...
