Alternatively, if you use OpenSSH you can enable PermitUserEnvironment
and set BASH_ENV in ~/.ssh/environment, for example:
BASH_ENV=/etc/profile
or if you want /etc/bash.bashrc:
BASH_ENV=/etc/bash.bashrc
