The *plugin* link goes inside the gnu health client version, and it
should point to the gnuhealth_plugins directory.
For instance, for the GNU Health client 3.4, this would be a sample
listing:
beastie:~/.config/gnuhealth/3.4 $ ls
accel.map gnuhealth-client.conf known_hosts plugins profiles.cfg
beastie:~/.config/gnuhealth/3.4 $ ls -l
users 28 Dec 16 2018 plugins -> /home/gh/gnuhealth_plugins/
