I like to add the encoding ( --encoding=unicode ), so something like
$ createdb mydbName --encoding=unicode

You can double check the encoding of your existing DBs with the
same command you have mentioned "psql -l"

There is a typo in your command. Instead of ">" The redirection should
be "<" to feed the sql dump file
$ psql mydbName < backupFrompg_dumpFile
