[bug#64840] [PATCH 00/12] Add elm-format.

[Distopico]

Adds `elm-format` tool form Elm language and all the depdencies required to 
build it,

Also, this fixes various ghc packages that didn't have 'text' as an explicit 
dependency and
were using the internal type, which created a type conflict manifested when 
building elm-format,
which required a version greater than what the other packages were using.
