[bug#28000] [PATCH] gnu: octave: Reference makeinfo with absolute path.

* gnu/packages/maths.scm (octave)[arguments]: Add configure-makeinfo phase.
[inputs]: Add texinfo.
[native-inputs]: Remove texinfo.
