First off, use
<https://guix.gnu.org/manual/devel/en/html_node/Building-from-Git.html>
instead. It documents master instead of the last release tag.
It's not going to fix your build, but it at least uses a container instead of a
regular guix shell, and drops the obsolete (but harmless) localstatedir option.

I doubt it, although I can't reproduce your error so can't say for sure what
did. A fresh Guix checkout builds fine here, even using the 'old' instructions.
Try the new manual in a new checkout, it might just work.
