In the Netherlands, these things appear to be a large fraction of the
government budget [0]. E.g.
* Education, culture and science: 44.3/353 = 12%
* ‘Zorg’ (= public hospitals but also other related things): 93.0/353 = 26%
* Infrastructure and ‘waterstaat’: 10.3/353: 2.9%
* ‘Sociale zekerheid’: 94.6/353=27%
That's 67.9%, which seems like a large fraction to me.
