I have since removed PHP from libsoup’s dependencies, in commit
90570b5e9f3da11a63e7c7865d44daddf2e366b5. A quick grep on the latest
version of libsoup suggested that it’s not used at all.
I think we’d rather not have those low-level libraries depend on big and
frequently-updated packages.
