[PATCH] Upgrade ruby to 2.3.1 (including symlink patch)

* gnu/packages/patches/ruby-symlinkfix.patch: New patch to fix issue #1448.
* gnu/packages/ruby.scm (ruby): Update to 2.3.1 including symlink patch.
