gnu: binutils: Update binutils patch for mingw.
This allows "./pre-inst-env guix build hello --target=x86_64-w64-mingw32"
to succeed. The binary can be run successfully under wine.
* gnu/packages/patches/binutils-mingw-w64-timestamp.patch:
Update to the current version in Debian.
