    gnu: Add Rust 1.45.
    
    * gnu/packages/rust.scm (rust-1.45): New variable.
    * gnu/packages/patches/rust-1.45-linker-locale.patch: New file.
    * gnu/local.mk (dist_patch_DATA): Add the patch to the list.
